Digital AI Ethical Decision-Making Toolkit
Institution Overview
Institution: Kasarani Technical and Vocational College (KTVC) Year: 2026 Theme: Promoting Responsible, Fair, Transparent and Inclusive Use of Artificial Intelligence in Technical and Vocational Education and Training (TVET). Target users: College management, trainers, trainees, Heads of Departments, ICT personnel, assessment office, quality assurance department and other support staff.
1. Introduction
Artificial Intelligence (AI) is increasingly becoming an important part of education and training. In technical institutions such as Kasarani Technical and Vocational College, AI can support teaching, learning, assessment, record management, research and institutional administration. For example, AI can assist trainers in preparing learning materials, marking assessments, tracking trainee performance and providing feedback. It can also support trainees in research, practical learning and developing technical skills. However, the use of AI also raises ethical concerns, including inaccurate assessment, plagiarism, discrimination, misuse of personal information and overdependence on technology. This toolkit is therefore designed to guide Kasarani Technical and Vocational College in making responsible decisions when adopting and using AI technologies. It provides ethical decision-making models, practical guidelines, checklists and stakeholder analysis templates.
Objectives
- 1Promote responsible use of AI in teaching, learning and assessment.
- 2Protect the rights, privacy and dignity of trainers and trainees.
- 3Promote fairness and transparency in AI-assisted assessment.
- 4Help management and departments identify and manage AI-related risks.
- 5Encourage human judgement and accountability in institutional decisions.
- 6Promote digital literacy, innovation and collaboration among staff and trainees.
2. Ethical Decision-Making Models
The college can use the following three models when making decisions involving AI.
2.1 Utilitarianism
Utilitarianism focuses on making decisions that bring the greatest benefit to the greatest number of people while minimising harm. Application at Kasarani Technical: For example, if the college introduces AI to assist trainers in marking formative and summative assessments, management should consider whether the system will improve efficiency and reduce workload without disadvantaging trainees. Although AI may save time, it may also make mistakes when assessing practical work, technical explanations or handwritten answers. The college should therefore ensure that trainers verify AI-generated marks before they are submitted to the assessment office.
Does the use of AI benefit the majority of trainers and trainees without causing unnecessary harm to others?
2.2 Deontological Ethics
Deontological ethics focuses on duties, rules, rights and responsibilities. It emphasises doing what is right even when another decision may appear more beneficial. Application at Kasarani Technical: The college has a responsibility to protect trainees' personal information, maintain confidentiality and ensure that assessment procedures are fair. For example, even if AI-based trainee monitoring can improve attendance management, the college should ensure that the system respects trainees' privacy and does not unfairly discriminate against anyone.
Does the use of AI respect the rights of trainees and the professional responsibilities of trainers?
2.3 Virtue Ethics
Virtue ethics focuses on good moral character and encourages honesty, integrity, fairness, compassion and responsibility. Application at Kasarani Technical: Trainers should demonstrate honesty and professional integrity when using AI to prepare learning materials, assess trainees or conduct research. For example, a trainer should not depend entirely o
